The Occupational Safety and Health Administration (OSHA) requires employers to establish an emergency action plan to ensure the safe and orderly evacuation of employees during a fire or other emergency (29 CFR 1910.38 and 29 CFR 1910.157). According to OSHA, such a plan should address any emergency that the employer may reasonably expect in the workplace, including fires, toxic chemical releases, hurricanes, tornadoes, blizzards, floods, workplace violence, earthquakes, etc.

OSHA standard 29 CFR 1910.38 specifically requires that all EAPs must include the following elements: procedures for reporting a fire or other emergency; procedures for emergency evacuation, including type of evacuation and exit route assignments; procedures to be followed by employees who remain to perform critical shutdown operations before they evacuate; procedures to account for all employees after evacuation; procedures to be followed by employees performing rescue or medical duties; and the name or job title of every individual who may be contacted by employees who need more information about the plan or an explanation of their duties under the plan.
